Board of Trustees Policy

Purpose

The scope of this policy is defined as printed (whether mechanical or hand created) materials including, but not limited to the following: flyers, posters, pictures, table tents, and banners, and is applicable to anyone who wishes to engage in literature distribution, poster or sign displays, petitioning and similar non-commercial expressive activity at indoor and outdoor locations on College property. The College’s Acceptable Use of Technology policy governs dissemination of electronic material.

Policy

1. For the sake of maintaining a sense of community and support for all members of the College, students and student organizations are expected to refrain from using racial, gender, or ethnic slurs and stereotypic depiction, or any lewd and or offensive material as defined in the Pennsylvania Crimes Code, 18 Pa. Con. Stat. § 5903 and related provisions, in all materials covered by the purpose of this policy.
2. Approval of postings will be based on compliance with this policy and the policy procedures regarding size and form.
3. All advertised items must comply with the policies of the College’s Student Code of Conduct.
4. Without approval of the Student Leadership and Involvement Office, no material may be posted in classrooms, attached to any building, or attached to trees, shrubs, and other natural features, light poles, or affixed to vehicles. Notices can be placed on bulletin boards as long as the bulletin board is not indicated for use for a specific area. An English translation of any publicity in a foreign language must be provided as part of the posting approval process.

Procedure

1. Postings must be placed only in designated areas and may not be placed on walls, exterior doors, windows, light fixtures or any non-permanent structure.
2. Postings must have the name of the sponsoring organization, the name of the contact person, including telephone number and/or email address so that the College community may use as contact information about the program.
3. Postings must be limited to one posting per bulletin board in all buildings.
4. Postings must be removed from all areas upon the expiration date by sponsoring organization.
5. Postings are on a first come, first serve basis, up to space limitations.
6. Postings must be approved through the Student Leadership and Involvement Office at the Central or West campus.
7. Postings such as chalking and other similar forms of publicity must be approved through the Student Leadership and Involvement Office at the Central or West campus.
8. Postings must be fastened to the board with thumbtacks or a standard desk stapler.
9. Postings on bulletin boards should not be larger than 14” x 22” unless approved by the office responsible for the specific bulletin board.
10. Postings such as commercial advertisements may be posted on the designated Community Bulletin Board and are subject to the posting procedures above.

The College reserves the right to remove materials that are not posted in accordance with this policy.
