Montgomery County Community College has earned national recognition for its efforts campuswide to encourage voting among students.
MCCC received the Highly Established Action Plan Seal from ALL IN Campus Democracy Challenge for the 2026 election cycle for developing a nonpartisan democratic engagement action plan.
To earn the recognition, MCCC received 28.4 out of a possible 32 possible points based
on the Strengthening American Democracy Action Planning Guide (SADG) Rubric, which is used to assess such areas as leadership, commitment, goals, and strategy,
among others. It is one of only 233 campuses that has earned this recognition so far
for the 2026 election cycle. ALL IN is a national nonpartisan initiative of Civic
Nation, a 501(c)(3) organization.
“We are grateful to All In Campus Democracy Challenge once again for this recognition,” said Michael Bettinger, MCCC Chief of Staff. “This organization has been incredibly helpful by providing guidance and best practices for institutionalizing civic engagement and providing opportunities to engage with partners. The College’s action plan is a living document that’s updated each year and includes opportunities that often lead to strong civic engagement. We also partner with external communities for voter registration efforts and education, all of which is nonpartisan. As a public institution, it’s very important to provide these initiatives for our students.”
Among the five goals the College has listed in its action plan to engage voters for
the 2026 midterm election include achieving an over 60% voting rate among students
for the 2026 mid-term election; increasing the voter registration rate among students
to over 65% for the 2026 mid-term election, working to increase the voting registration
and participation rates for students in typically under-served communities and those
who identify as black, indigenous, and other people of color (BIPOC) to rates higher
than those in the 2018 mid-term election; hiring an employee to focus specifically
on developing and administering civic engagement initiatives; and lastly, College
leadership seeks to maintain its status as one of, if not the, most civically engaged
of the Pennsylvania two-year institutions.
Since MCCC joined the All In Campus Democracy Challenge in 2019, it has garnered the following awards and recognitions:

The ALL IN Campus Democracy Challenge empowers colleges and universities to achieve excellence in nonpartisan student democratic engagement. Campuses that join the ALL IN Campus Democracy Challenge complete a set of action items, with the support of ALL IN staff, to institutionalize nonpartisan civic learning and voter participation on their campus. The ALL IN Campus Democracy Challenge currently engages 10.8 million students from more than 1,075 institutions in all 50 states and the District of Columbia.
